The 10-year agreement would make Braidy Rusal’s biggest customer and give Rusal a significant presence in the U.S. rolled-aluminum market, where it has no mills of its own. Rusal would own a 40% stake in the Braidy subsidiary operating the mill.

“We think this type of partnership is something we could replicate around the world,” said Gregory Barker, chairman of Rusal parent company En+ Group PLC and Britain’s former minister for energy and climate change.

The deal still needs to be approved by board members at Braidy and En+.

The investment in Braidy is the first by Rusal and En+ in the U.S. since the federal government imposed sanctions against the company in April 2018 in retribution for Russia’s alleged meddling in the 2016 U.S. presidential election. The sanctions were lifted in January after Russian oligarch Oleg Deripaska agreed to surrender his majority ownership of En+ and the board was revamped, with Mr. Barker as chairman.

The 18-month investigation of President Trump’s finances debunked his claims of self-made wealth and revealed a business empire “riddled with tax dodges,” the Pulitzer committee said. The series led city and state officials in New York to open investigations into whether Mr. Trump and his family had underpaid taxes on his father’s real estate empire and participated in fraudulent tax schemes. This is the fourth Pulitzer for Mr. Barstow; Ms. Craig, 51, and Mr. Buettner, 57, have been finalists.

The Wall Street Journal won the national reporting prize for its articles on hush money payments made to two women who claimed during the 2016 presidential campaign that they had sexual encounters with Donald J. Trump. “To see the story unfold the way it did and reach the president was just incredible,” said Michael Rothfeld, one of The Journal reporters who contributed to the coverage. “For me, it’s just the story of a lifetime.”

In honoring The Sun Sentinel, The Post-Gazette and The Capital Gazette, the Pulitzer board underlined the importance of local journalism at a moment when regional papers are struggling to survive. First given in 1917, the Pulitzer Prizes are presented annually by Columbia University for excellence in journalism and letters.

Invoking the murder of Jamal Khashoggi, The Washington Post columnist killed in Turkey by Saudi assassins, Ms. Canedy praised this year’s honorees for a willingness to speak truth to power.




The Times’s examination of Mr. Trump’s family finances, by the journalists David Barstow, Susanne Craig and Russ Buettner, drew on tens of thousands of pages of confidential records and previously undisclosed tax returns.

Senate Majority Leader Mitch McConnell, R-Kentucky, opposed the effort to block the sanctions relief on the Russian companies, the New York Times reported in January.

A spokesman for McConnell did not immediately respond on Monday when asked if the Braidy Industries investment played a role in McConnell’s stance on the sanctions.

Braidy Industries is looking for more help from the Trump administration to make the aluminum mill a reality: It is seeking $800 million in below-market financing from a U.S. Department of Energy program aimed at helping produce efficient vehicles.

President Trump deleted a tweet Monday in which he had mistakenly said he had spoken by phone with Sri Lanka’s president instead of the country’s prime minister in the wake of the Easter Sunday explosions that killed 290 people and wounded more than 500.

The deleted tweet marks the second time Trump has tweeted erroneous information related to the Sri Lanka attacks. In a now-deleted Sunday morning tweet, he grossly overstated the death toll as “at least 138 million people.”

State legislatures across the country are planning to completely restrict abortion access.

Twenty-one abortion restrictions have been enacted across the U.S. this year, according to the Guttmacher Institute, which tracks data for research and policy analysis on abortion in the U.S. And with another eight months left, lawmakers in 28 state legislatures have introduced bills that seek to add even more restrictions.

The efforts are part of ramped-up, grassroots efforts by conservative, anti-abortion activists to make the medical procedure inaccessible, illegal, and in the most extreme cases, a potential capital murder charge.

They literally want to put women to death for ending a pregnancy.

I really don’t understand why anyone should be interested in what I do with my body. Plus, wouldn’t this increase the number of children on welfare & possibly non white children? Things that conservatives seem to abhor?

First, men are much more likely than women to master the art of hyperbole, as are the wealthy relative to the poor or middle class. North Americans, meanwhile, tend to slip into this behavior more readily than English speakers in other parts of the globe. And if there were a world championship, as a true devotee might appreciate, the title would go to Canada, data show.

The United States

Restrictive laws are even appearing here in the United States, so far only at the state rather than the federal level – aside from a handful of obscure measures. These laws are designed to curb what nonprofits and activists can do.

For example, over the past decade, more than half of all states have introduced so-called “ag-gag laws,” measures designed to silence whistleblowers who reveal animal abuses on industrial farms. However, the U.S. system of checks and balances is slowing and reversing their impact. American courts are finding many of these laws to be in violation of the Constitution.

At the same time, ag-gag laws remain on the books in at least seven states.

Similarly, since November 2016, legislators in 35 states have considered more than 91 bills designed to restrict protest activities. For example, a growing number of states, including Missouri, North Dakota, Ohio and Washington have introduced harsh new criminal penalties for protesters who wear hooded jackets or otherwise disguise their identities while protesting. What’s more, states, including Florida, Kentucky, North Carolina and Texas, have proposed laws shielding motorists from liability if they end up injuring or killing protesters who block traffic.

Few of these anti-protest measures, only 11 of 91 considered, have been enacted. Legal challenges could topple many if not all of them. But these measures do, in my view, have the potential to erode American democracy.

Scott cut the agency’s budget in half, by $700 million, resulting in 500 layoffs and several dozen vacant jobs being cut or frozen. Half of them were scientists, hydrologists, engineers, field technicians and regulators tasked with protecting, conserving or restoring water resources in the 16-county district.

“You put pollution in the water, it will grow the algae in the summer,” Nelson said.

The election could turn into a battle between two rival powers, Russia and China, one supporting the Republicans and one the Democrats, Clinton said.

“Just saying that shows how absurd the situation is we find ourselves in,” she added.

Clinton’s use of a personal email server while secretary of state became a major issue in her 2016 bid, even as she was cleared by the FBI of committing a crime.

Trump has said his call for Russia to find Clinton’s missing emails was made in jest. But according to the report of special counsel Robert S. Mueller III, Russian hackers did seek Clinton’s emails within hours of Trump’s remarks at a news conference in Florida.
