Under the 25th Amendment, the president can be removed from office by the vice president plus a majority of the Cabinet, or by the vice president and a body established by Congress, if they determine he “is unable to discharge the powers and duties of his office.”
Mick Mulvaney, a former member of Trump’s Cabinet as White House chief of staff and director of Office of Management and Budget, announced Thursday morning he had resigned from his post as U.S. special envoy to Northern Ireland. He said on CNBC that he had informed Secretary of State Mike Pompeo, “I can’t do it. I can’t stay.”
