Although Biden ended the policy after taking office, saying he wanted a more humane immigration system, the White House and Department of Homeland Security officials have met multiple times to discuss various border-policy proposals when Title 42 ends May 11. Title 42 – invoked by the Trump administration in 2020 during the Covid-19 pandemic – is a public health law that allowed border agents to rapidly expel asylum-seeking migrants who crossed the border illegally. More than 2.3 million people have been expelled under Title 42, which ends May 11 with the expiration of a national emergency for the Covid-19 pandemic.
