I feel like the “blue slip” factor is major here - the reason why so many seats are open is because GOP Senators using them to keep seats open during the election. Now…Grassely (really, McConnell) wants to do away with them. Democrats are doing what the can to fight it.
It’s like Merrick Garland just at the lower level judges.
