As I understand the pardon process, the receiver of the pardon is supposed to admit guilt. Will we know when Arpaio admits guilt?

Yes, the acceptance of a pardon is an admission of guilt. However, I don’t think anyone informed Trump OR Sheriff Joe of that…
Nice caveat: If he tries to preemptively pardon those close to him because of the Russia investigation - since it’s admission guilt to accept a pardon, they won’t be able to plead the fifth.
